Welcome to the CPM Program

Texas A&M University-Kingsville offers a nationally accredited Certified Public Manager (CPM) Program designed to enhance the leadership skills and management competencies of public and nonprofit managers. This comprehensive program aims to improve the performance of administrators and the organizational effectiveness of public and nonprofit sectors.

The CPM program consists of seven courses, or “tracks,” that combine ethical values, technical competencies, and essential management skills for public service. Each track includes engaging seminars led by experienced faculty and practitioners, networking opportunities to connect with peers and professionals in the field, field-based applications to apply learned concepts in practical, real-world assignments, and carefully selected readings to deepen understanding and knowledge. The curriculum is designed to build skills in managing real-world public management challenges and integrates a two-pronged approach, focusing on both theory and practice. Participants will learn to apply the best practices and theories to their management behaviors and strategies, addressing the unique challenges faced by public managers.

The CPM Program at Texas A&M University-Kingsville is part of the Texas Certified Public Manager® Program, administered by the Texas State University's William P. Hobby Center for Public Service, and has received full accreditation from the National Certified Public Manager Consortium.

Track #1: Human Resource Management

Provides essential information concerning personnel administration. Topics to be covered include recruitment/selection, legal personnel issues, organizational culture, performance management, employee engagement, discipline/termination, health/safety, labor relations and collective bargaining, classification, compensation, and employee benefits.

Track #2: Managing for Quality

Explores the practices of building quality into public and non-profit organizations. Topics to be covered include scenario planning, strategic planning, systems thinking, Total Quality Management (TQM), public involvement, crisis management, and process improvement. 

Track #3: Organizational & Public Communication

Covers the flow of communication within and external to an organization. Topics to be covered include communicating with governing and oversight bodies, barriers to effective communication, dealing with disagreement and conflict, and public engagement. Improving oral and written skills is also covered in this track.

Track #4: Budgeting and Finance

Provides essential information concerning the practice of public finance and budgeting. Topics to be covered include finance methods, budgeting, public sector accounting, grants, debt management, public finance policy issues, cut-back management, and auditing.

Track #5: Performance Measurement and Program Evaluation

Focuses on how to identify and analyze program evaluation issues. Topics to be covered include tools and techniques of survey research development, performance measurement and benchmarking, productivity improvement, systems analysis, program assessment and conflict, and public engagement. 

Track #6: Information Systems for Managers; Ethical Decision Making

Presents up to date technology and information systems used by public sector and non-profit sector managers. Topics to be covered include social media use and abuse, electronic tools and systems for public engagement, geographic information systems (GIS), SMART cities, automation, cyber security, meeting public expectations and legal requirements related to the use of electronic systems, and resources

Track #7: Applied Capstone Projects

Provides participants with the opportunity and tools necessary to prepare a major applied project related to their organization or area of interest. This track is the "capstone" of the CPM program and will incorporate lessons and information provided in the other six tracks.

Registration Information


Fees: The cost for registering for each individual track is $795. This fee covers all necessary textbooks and training materials required for the course. Participants who prefer to commit to the entire CPM Program upfront can do so at a discounted total cost of $4,865. This comprehensive fee ensures a guaranteed slot in each of the seven tracks, providing a seamless and uninterrupted educational journey.
